Vatra Hotărnicenilor: Website for a LEADER Local Action Group

A new website for Vatra Hotărnicenilor, the Local Action Group that turns national LEADER funding into projects in 35 towns and villages of Moldova, in Romanian and Russian. Each funding call explains who can apply, what it pays, and how projects are scored, and every funded project is listed with its beneficiary, its place, and its grant, so anyone can see where the money goes.

Built around the funding calls.

Applicants come to a Local Action Group’s website with two questions: when does the next call open, and what does it pay? We built Vatra Hotărnicenilor a hand-coded WordPress theme around those answers, with calls, funded projects, documents, and news as sections of their own, in Romanian with a full Russian version. Each call reads Announced, Open, or Closed from its own dates, and Closed once its results are published.

A call page: who could apply under each measure, the grant limits, how projects were scored, and the projects it funded, with the key figures beside the text.

Every call, on a phone.

Calls, figures, and projects stack into one clear column on a phone, the menu folds into a panel, and the longer Russian labels still fit the screen. On Google’s PageSpeed test for phones, every page in both languages scores 96 to 100 for speed and a perfect 100 for accessibility, SEO, and best practices.

Two languages, one record

Each call, project, and document holds its Romanian and Russian text side by side, so the team fills in one form instead of two, and a Russian field left empty shows the Romanian text rather than a blank.

Questions answered in the open

While a call is open, visitors ask about it on its own page, in either language. The team approves each question and answers it there, so the next applicant finds the answer already waiting.

One button to MLIS

Applications are filed in MLIS, the national LEADER system, with an electronic signature, so the apply button sends applicants straight there. A call from another funder can point to that funder’s own site instead.

Safe to hand over

The admin login sits behind a one-time code sent by email, and the team’s accounts reach everything they publish, from calls to page text, while anything that could break the site stays with us.

A guide written for the team

A 21-page guide in Romanian, one chapter per task, with every step numbered on a picture of the screen the team sees, from adding a call to answering a question.

02 Design & Conversion

The territory, seen from above.

One idea runs through the design: the territory seen from above. Fields fill the first screen, a satellite map shows the land the GAL covers, and every section pairs a photograph with a block of its own color. The type is Golos Text alone, chosen because it sets Romanian and Russian equally well.

Key UX decisions

  1. 01

    Figures before prose

Right under the headline: 35 towns and villages, 18 local authorities, 823 km², and 35,682 residents. The size of the work is clear before anyone reads a paragraph.

  2. 02

    One color per section

Calls are green, the territory teal, projects orange, and news blue, so a visitor always knows which part of the site they are in.

  3. 03

A map no one else can use

The territory map is satellite imagery cut to the exact outline of the GAL’s 823 km², so the site’s signature picture belongs to this group alone.

  4. 04

    Proof from the people funded

Five beneficiaries, from a family farm to village associations, describe the GAL’s help in their own words on the homepage.
